This photograph was taken by somebody named Darrell Hanley. He covered the whole of the camera lens in vaseline which creates this effect.
Here is a another image that has been taken with vaseline on the lens to give it this effect. Both these photos I have looked at have vaseline all over the lens but vaseline can be just put around the edge of a lens to create a different sort of effect.
This image was created by an effect called 'bokeh'. It is done by placing a piece of black card in front of your camera lens with a small shape cut out of it. You then blur the focus on the camera and hold the camera up to lights and then it will create a photo like this with your chose shape. This image was taken with a heart cut out of the card.
This is another example of the bokeh effect but this time the shape they are using is a circle.
This effect was done using pinhole photography. This makes an effect of a circle around the edge of the image, similar in what you do with photoshop. This effect is also very similar to the vignette effect.
